Subdivision Inspector

Hiring Range:  $27.63-$37.05

Starting salary may be adjusted depending on experience.  

1. High School Diploma or GED equivalent AND five (5) years or more of civil construction experience as an engineering technician, superintendent, foreman, or related field

                 OR

    Associate’s Degree or higher in Civil Engineering, Civil Construction, or a related field AND three (3) years or more of civil construction experience as an engineering technician, superintendent, foreman, or related field;

2. Currently certified as an ADEM Qualified Credentialed Inspector (QCI) from an Alabama Department of Environmental Management (ADEM) approved cooperating training entity OR ability to obtain certification within six (6) months from the date of hire;

3. Possession of a valid driver's license and the ability to obtain/maintain a Cit of Hoover Driver's Permit.

PREFERRED QUALIFICATIONS

• Experience working with all phases of civil construction to include residential and commercial; 
• Experience working with the public.

Observes the soil fill placement and elevations; Inspects the installation of gravity flow and force main sanitary sewer systems; Inspects the installation of storm water sewer systems; Inspects construction forms for line and grade before placement of concrete for curbs, gutters, sidewalks, and paved storm drainage channels; Observes the installation of roadway base materials; Monitors the installation of roadway asphalt binder and seal courses; Oversees the performance of quality control tests on soil, concrete, and asphalt; Observes the installation of erosion control devices and monitors their maintenance; Observes dressing, seeding, and mulching operations in easements and right of ways; Monitors the installation of public utilities to ensure all materials are installed in the proper location of the right of way; Monitors air tests, vacuum tests, and videos of sanitary sewer systems for acceptance; Calculates subdivision bond reductions for completed work; Performs final inspections of completed projects for the release of performance bonds prior to acceptance by the City; Investigates citizens' complaints of storm drainage and erosion problems and follows up with citizens on the findings; Documents the investigation findings for the Engineering department records; Inspects all utility cut repairs and all phases of City civil contractor-performed construction projects; Works with the City Engineer to solve problems which develop during the construction process; Works closely with the Public Works Department to solve storm water drainage problems in City rights of way; Reviews contractors' permits and licenses to ensure adherence to all established regulations; Attends seminars and training programs to keep updated on new construction methods and materials; Maintains complete and accurate records of all inspections and any regulatory actions taken, including preparing written reports and correspondence and issuing notices to correct code violations; Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions; Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas; Responds to citizens' questions and comments in a courteous and timely manner; Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; Performs other directly related duties as required.
